The goal of the Horn Point Laboratory (HPL) small boat training certification course is to ensure the safety of all small boat users through classroom and hands-on training. The course will cover basic boat operation and safety procedures under a variety of conditions. Participants will receive a digital badge or certificate through the UMCES Office of Professional Studies which will document completion of the course for professional development.

About this Credential

Upon successful completion of this course, the learner will be able to:

  • Implement safe boating practices consistently across all phases of operation, whether acting as a primary operator or a supporting passenger.
  • Construct comprehensive float plans and utilize dockside checklists for research boating.
  • Maneuver small vessels from the HPL fleet proficiently, demonstrating control during on-water operations and technical skill during vehicle trailering.
  • Evaluate environmental and weather risks and apply safety protocols for all situations 
  • Execute immediate and effective emergency procedures, including “Man-Overboard” (MOB) recovery maneuvers and standard VHF marine radio distress protocols.
  • Administer basic first aid specific to common maritime injuries and environmental exposures encountered during field research.

Prerequisites

Course Topics (16 hours of in-person instruction)

The course covers a comprehensive range of topics related to small boat operation and safety, including a review of nautical terminology and an overview of hull types and propulsion systems to support selecting the appropriate vessel for specific uses, sites, and conditions. Students will learn basic seamanship skills such as line handling, knot tying, anchoring, and boat handling, along with proper use of personal flotation devices (PFDs). Instruction also includes vessel safety practices such as fuel handling, basic firefighting, man-overboard (MOB) protocols, and towing procedures. Navigation skills are emphasized through chart reading (both electronic and paper), GPS use, and compass steering, as well as anchoring, docking, and getting underway. Additional topics include emergency response and the legal responsibilities of a boat operator, basic distress procedures including day and night signaling and VHF marine radio use, and considerations related to first aid, fire, and vessel wakes. Students will also explore mechanical and structural failures such as grounding and flooding, understand weather conditions including tides, currents, wind, and waves, and gain an introduction to research boating practices such as deploying equipment, towing gear, understanding equipment limits, and handling chemicals onboard. Instruction also includes boat operation and basic maintenance.

Mastery

Students are required to show proof of completion of the Maryland Boater Safety Course and demonstrate mastery of key practical skills both on shore and on the water. In the shore-side portion, students must demonstrate proficiency in knot tying, radio use, identification and proper use of personal flotation devices (PFDs), and operation of safety equipment. During on-board instruction, students work with an instructor to demonstrate competency in conducting a pre-cruise checklist, using safety equipment, operating the vessel, and performing docking procedures, with optional demonstration of trailering skills.

Note

​In addition to this credential, completion of an approved First Aid training is required for full certification to independently operate program vessels, consistent with existing boating safety requirements. First Aid training may be completed following this course, if needed.
